Oak View Civic Council Constitution

Article I
Name

The name of this organization shall be The Oak View Civic Coun­cil.

Article II
Object

The object of this council shall be to act as a non-profit coor­dinating group to take an active part in the social welfare, civic, cultural, educational, and philanthropic advancement of the community.

Article III
Membership

Section 1:

 

This organization requires no sectarian or par­tisan political test for membership; it is not a secret society; it does not tolerate, either by practice or teaching, any violation of State or National laws.

Section 2:

 

Membership requires that an individual be a resi­dent of the community of Oak View and/or adjoining areas and have the community as a whole as an in­terest.

Section 3:

 

Application for membership shall be presented to the First Vice-President. It shall be presented to the Executive Board for acceptance. Each ap­proved member shall be kept on a roster by the Secretary and made available to all members of the council.

Article IV
Officers

Section 1:

 

Principal Officers of this Council shall be: Presi­dent, First Vice-President, Second Vice-President, Secretary Treasurer, Honorary Mayor, Parliamen­tarian, and two Members-at-Large.

Section 2:

 

 

All officers shall be nominated at the June meet­ing and elected for one year at the annual meeting in July, except the Secretary and Treasurer who shall be elected for two years at alternating years.

Section 3:

 

The Nominating Committee shall be composed of three members. The Executive Board shall choose one member, who will be the chairperson, prefer­ably not from the Board. The other two shall be elected from the floor at the May meeting. At the June meeting the Nominating Committee will present a slate of the following officers: President, First Vice-President, Second Vice-President, Sec­retary (if term expired), Treasurer (if term ex­pired), and Parliamentarian. The two Members-at-Large shall be nominated from the floor at the Election meeting. Nominations may also be made from the floor for any of the other officers, on the day of the election.

Section 4:

 

Requirements for office shall be: All officers shall be members in good standing. The President shall have been a member of the Executive Board for at least one year and all other officers shall have been members of the council for at least one year. No member may hold the same office for more than two consecutive years.

Section 5:

 

Vacancies in offices may be filled by a special election. A simple majority of all votes cast shall be necessary for election of any officer.

Article V
Government

Section 1:

 

The seven officers and two members-at-Large shall constitute the Executive Board.

Section 2:

 

 

The Executive Board shall have charge of all ordi­nary club activities and is authorized to make all usual expenditures. Other matters of expenditures shall be submitted to the club for its approval. The Budget shall be presented to the Executive Board by a committee of three for approval by the first meeting of the year.

Section 3:

 

 

Absence of any member of the Executive Board from three consecutive Board or General meetings with­out valid excuse shall constitute a vacancy.

Article VI
Meetings

Section 1:

 

Regular meeting night shall be 7:00 p.m. the first Thursday of each month or as set by the Executive Board. The council year shall be from July 1st to June 30th of the next year. Meetings held month­ly.

Section 2:

 

The annual meeting shall be in July. In addition to the regular business, officers shall turn in all records and procedure books for the use of the newly-elected officers.

Section 3:

 

The regular meetings of the Executive Board shall be held monthly, subject to change by the Presi­dent. Special Board meetings shall be at the call of the President or upon written request of five members of the Board.

Section 4:

 

Special meetings can be called by the President or by petition of any three (3) representatives.

Section 5:

 

The regular membership must be notified at least seventy-two (72) hours in advance on all special meetings, and the notice shall state the agenda for the meeting.

Section 6:

 

All meetings involving the Oak View Civic Council will be held at the Oak View Community Center, or any public place.

Article VII
Meeting Quorum

Section 1:

 

Five regular members and two officers shall con­stitute a quorum. Five Board members shall con­stitute a quorum for Executive Board meetings.

Article VIII
Revisions

Section 1:

 

This constitution may be amended by a two-thirds (2/3) vote of all the active members of the Civic Council. The proposed amendments shall have been submitted in writing at the previous meeting.

Section 2:

 

The By-Laws may be adopted, amended or repealed by a two-thirds (2/3) vote of the regular membership of the Council after having been submitted in writing and read at a previous meeting.

Article IX
Parliamentary Procedure 

Roberts Rules of Order, Newly Revised, shall govern the con­duct of the Council and of the Executive Board at all meet­ings.
